Incel violence resists the detection methods built for religious and political terrorism, because its drivers are individual psychology and environment rather than organizational affiliation.
Counterterrorism effort concentrates on right-wing and jihadi threats, both of which leave organizational signatures. The paper argues incel terrorism does not: it depends on the psychology of an individual and the environment that individual sits in, which makes it unusually hard to anticipate.
