The same evolutionary pressure that shapes adversaries is now being applied to the intelligence organizations studying them, and old doctrine will not survive it.
Technology has changed how intelligence organizations operate at every echelon and forced them to adapt faster to stay competitive. Treating Moore's law as a standing condition rather than an event, the paper argues that technological change exerts a genuine selection pressure on IC organizations — compelling them to increase the rate at which they assess, adapt to, and adopt new capability.
